Jesse is an NPC that is involved in two quests which are Miki's Delivery Service and A Ghoulish Task. He is the General of the Ferrousanguis Kingdom. Here is his share of the following dialogue of the two quests:
Miki's Delivery Service:

Quest -> You better explain yourself right away! I'm very busy dealing with the aftermath of that battle.
A letter from Captain Idla -> I did not realize you were a messenger for the Captain since you are not wearing our colors. Why did she send you? Hmm.. Oh. I see it's explained here in this letter… It seems that our battle here with Cthulhu had some rippling effects in Sivania, and she couldn't spare any soldiers.
Cthulhu?! -> Yes, that's correct. We tried hard to keep this contained to just our kingdom, but it seems like we have some cleaning up to do as well… I need you to leave now while I plan our next steps.
I can help! -> Maybe you can since Idla has chosen you, and I trust her judgement more than any of my other Captains. Right now though I will need to strategize. You may walk freely around my fort and train you skills, but do not anger my soldiers or they will throw you in a cell.

Quest Rewards:

- Can now use crafting stations throughout the fort.

Yes -> This should be a simple, but messy task. Last night there was a ghoul attack and some soldiers were slain. I need you to go out on the battlefield and burn their bodies with a torch. The ghouls feed off of the dead flesh and will continue to spawn from that nest of theirs while food is around. Destroy that nest as well. Come back when you're done, and don't get yourself eaten!
Burn the bodies, destroy the ghoul nest, and don't die. Simply enough, right?
